Western Australia

Can I do the Nationally Recognised RSA training course with Go Train, and use the SOA to legally work in WA with alcohol?

YES Go Train is an Approved Provider of online RSA training for the Western Australian Department of Racing, Gaming and Liquor.

It is mandatory training for certain persons involved in the Western Australian liquor industry to complete the Nationally Accredited RSA course SITHFAB009A. The Statement of Attainment those persons will receive on completion of the course is recognised and endorsed as appropriate training by the Department of Racing, Gaming and Liquor (RLG) for employment in the WA Liquor Industry.

Who must do RSA training?
All licensees must ensure the following persons have a current training course certificate in RSA:

  • the licensee (if an individual)
  • a member of staff of the licensed premises who is involved in the service or supply of liquor at the premises.

Where the licensee is a body corporate or a partnership, only one person holding a position of authority is required to undertake the training requirements for a licensee or approved manager. Flexibility exists within the Liquor Control Act 1988 for licensees to modify their requirements to undergo mandatory industry training and to have approved managers present during all trading hours

Staff members involved in the service or supply of liquor include:

  • approved managers and supervisors,
  • bartenders,
  • glass collectors,
  • floor hostesses and
  • room service staff.

Northern Territory

Can I do the Nationally Recognised RSA training course with Go Train, and then legally work in the NT liquor sector?

YES

All people working at licensed premises throughout the Northern Territory People are required to attain a Statement of Attainment in the Nationally Recognised Training unit: SITHFAB009A- Provide responsible Service of Alcohol.

The Go Train National Online course and the Nationally Accredited Certificate we provide is accepted in the Northern Territory by the Department of Justice as representing sufficient training for employment in the NT Liquor Industry.

South Australia

Can I do the Nationally Recognised RSA training course with Go Train, and then legally work in the SA liquor sector?

YES

It is mandatory training for all ‘Responsible Persons’ working as Supervisors and Managers in South Australia, to undergo training in the Nationally Recognised course- SITHFAB009A provide Responsible Service of Alcohol. The Statement of Attainment those persons will receive on completion of the course is recognised and endorsed as appropriate training by the Office of the Liquor & Gambling Commissioner (OLGC) for employment in the SA Liquor Industry.

Who must do RSA training?

The OLGC defines a ‘Responsible Person’ as:
  • The licensee or a director of the licensee, who has the appropriate knowledge, experience and skills for supervising and managing.
  • A person in a position of authority who will be actively involved in the supervision and management of the business

The OLGC administers applications from persons to become a Responsible Person, but only authorises the person to supervise and manage the liquor operations of the business. It does not authorise the person to supervise and manage the gaming operations of the business.

In all other cases where alcohol is sold and consumed, it is not mandatory for employees to obtain a RSA certificate to legally work. However the licensee of each venue, in a Harm Minimisation approach, can place it as a condition of employment that an employee completes an RSA course. In this case you may complete the National Online RSA course here and achieve the Nationally Recognised Statement Of Attainment for your employment.

Australian Capital Territory

Can I do the Nationally Recognised RSA training course with Go Train, and then legally work in the ACT liquor sector?

YES

All people working at licensed premises throughout the Australian Capital Territory, are required to attain a Statement of Attainment in the Nationally Recognised unit SITHFAB009A.

Who should do RSA training?

All employees involved in the supply of liquor, including licensees and crowd controllers, will be required to have successfully completed an ACT approved Responsible Service of Alcohol (RSA) training course by 1 December 2011.

Persons who have obtained an RSA certificate in another jurisdiction since 1 December 2009 will not need to complete an A.C.T. approved course until 1 December 2012. RSA training will be required every three years if you are:
  • the licensee or a commercial permit holder;
  • an employee of the licensee or commercial permit holder who serves liquor at the premises: or,
  • a crowd controller who works at the premises.

Employees involved in the service or supply of liquor include:
  • Supervisors and managers,
  • bartenders,
  • glass collectors,
  • floor hostesses
  • room service attendants, and
  • security personnel

Tasmania

Can I do the Nationally Recognised RSA training course with Go Train, and then legally work in the Tasmanian liquor sector?

YES

Go Train is an Approved Provider of online RSA training for the Tasmanian Department of Treasury and Finance.

The Liquor Licensing Act 1990 places an obligation on a licensee to ensure that all staff involved in the service of liquor on the licensed premises, must have either completed a RSA course and provided the licensee with a copy of their certificate, or be enrolled in an approved course to be held within three months of commencing employment.

A Register must be kept on the licensed premises and completed with the details of all people who serve liquor on the licensed premises.

Who should do RSA training?

“A licensee must not allow a person to serve liquor on licensed premises unless the person:
  • has successfully completed an “approved course” - (RSA training course); or
  • has been an employee of the licensee for less than 3 months and is –
  • undertaking a RSA training course; or
  • formally enrolled in a RSA training course to be held within three months of commencing employment. “ Tasmanian Liquor Licensing Act (1990)

An “approved course” means a course of instruction or training in the service of liquor, approved by the Commissioner. Go Train is an Approved RTO.

All licensees must therefore ensure the following persons have completed the RSA course :
  • the licensee (if an individual)
  • a member of staff of the licensed premises who is involved in the service or supply of liquor at the premises. Staff members involved in the service or supply of liquor include:
  • approved managers,
  • bartenders,
  • glass collectors,

Victoria

Can I do the Nationally Recognised RSA training course with Go Train, and then legally work in the Victorian liquor sector?

NO

In Victoria, the Director of Liquor Licensing (DLL) has not approved of, and does not recognise students that receive a Statement Of Attainment from an online RSA course, as representing appropriate training for employment. Yes, its true.

The DLL, in all its wisdom has deemed that the only approved online training for RSA in Victoria is the Department of Justice ‘RSA refresher course’ .and that this online course cannot be used as a substitute for the workshop.

Unfortunately for employees of the Victorian Liquor industry to gain the required qualifications to serve or supply alcohol , the DLL requires them to successfully undertake a Department of Justice-endorsed Face-to-Face Workshop, only run by an approved RTO, and obtain from that the official DLL RSA ‘Certificate’ for employment.

The DLL also charges you a $25 fee for the privilege. www.justice.vic.gov.au

New South Wales

Can I do the Nationally Recognised RSA training course with Go Train, and then legally work in the NSW liquor sector?

NO

In NSW, the Casino, Liquor & Gaming Control Authority (CLGCA) has not approved of, and does not recognise students that receive a Statement Of Attainment from an online RSA course, as representing appropriate training for employment. Yes, NSW and Victoria are the only 2 States stuck in the 20th Century.

Unfortunately for employees of the NSW Liquor industry to gain the required qualifications to serve or supply alcohol , the DLL requires them to take a whole day off work and cover the expense of attending a CLGCA-endorsed Face-to-Face Workshop, only run by an approved RTO, and obtain from that the official CLGCA RSA ‘Certificate’ for employment.

The CLGCA also charges you a $35 fee for the privilege. www.olgr.nsw.gov.au

Queensland

Can I do the Nationally Recognised RSA training course with Go Train, and then legally work in the Queensland liquor sector?

NOT YET... But our application is pending approval.

It is mandatory for employees of Queensland’s liquor industry, to have a current RSA training course ‘certificate’ issued for successful completion of an OLGR-endorsed RSA training course. This ‘RSA course’ must be conducted by an Office of Liquor and Gaming Regulation (OLGR) approved trainer and organisation.

At this time, Go Train is not endorsed by the OLGR to deliver these online courses on their behalf. Therefore our National Online course and the SOA you will receive is not seen as sufficient training for employment in the QLD Liquor Industry.

All licensees in QLD must ensure the following persons have a current training course certificate in RSA:
  • the licensee (if an individual)
  • a member of staff of the licensed premises who is involved in the service or supply of liquor at the premises. Staff members involved in the service or supply of liquor include
